How does one clean a three-gallon fish tank without a gravel vacuum?

Is it okay to just…clean it? Without soap and all that, but just taking the fish out and cleaning it? Or is this not suggested, and if so, is there any other option?

Leave you fish in the tank. Use a piece of surgical tubing or a turkey baster and suck out all the goop from the bottom of the tank. Remove about 20% of the water and replace it with fresh tap water that’s been treated with a dechlorinator.

But it’s really a whole lot easier to just get a gravel vacuum, they cost less than ten bucks.
